  • 15 Mar 2016 in National Assembly: Allow me to say this, Hon. Speaker. There seems to be a deliberate policy by this particular Ministry to gazette grazing land in pastoral areas. This started last year with the gazettement of the entire Tana River Constituency. The Member here can attest to that fact. The entire Bura Constituency was gazetted as a forest, and in this particular notice it is Garissa, Lamu and Turkana. Therefore, there is need for this particular Cabinet Secretary (CS) to follow the law regarding this particular issue. Of late, drought has become so frequent. In the past, most of the time, drought mitigation interventions were supported by donors. That is a very unfortunate situation. This country needs to take things seriously that a third of Kenyans depend on livestock and they lose their mainstay because of drought. All these things are as a result of man’s activities. This policy paper will help us do a little bit of conservation. We need to emphasize the importance of conserving our environment even within our youth. We need to educate them on environmental issues. We can do this by having in place a school curriculum. The Bill is very important and has given an opportunity to the many Kenyans who could not access judicial services. The Bill provides for establishment of at least one station in every county. It is actually a very important measure that this Bill has introduced. Many Kenyans used to travel very far to get justice in other places of the country.
