There is a big concern about the delay in the release of funds to counties. It takes long, sometimes four to five months. As a result of that, counties are supposed to get salaries from the banks at a higher cost, with a higher interest rate. Certain reductions are not submitted in time and they are given penalties for that delay. I do not know what your Ministry will do as a result of the delays in fund release. Thank you, Mr. Speaker, Sir for the opportunity. I also want to join my colleagues in supporting the Statement from Sen. Cherarkey. This matter is very weighty and, in most instances, and in most counties, the human resources management is very poor. It is at the discretion of governors and the budget is just too high; over 50 per cent, especially in my county, that most of the employees who are under the manual payroll cannot be accounted for. There are many unaccounted-for employees in the manual payroll and that contributes a lot to budget overshot.

One other thing I found is that the County Public Service Board (CPSB) is not an independent institution, as it is supposed to be. Most of the boards are micromanaged and given instructions for employment, who to employ and who not to employ. I think this is a matter that we need to look into; the Constitution and the law that is available to the county public services, so that at least they can be given full independence and they can function independently and be free from the governor's influence.
