Mr. Temporary Deputy Speaker, Sir, the Minister certainly was a KANU person during the good old days and that is why you can hear him say makofikwake . It is my opinion that this matter was started during that time and it is being concluded. We are not starting something afresh. That is very critical. Mr. Speaker, Sir, I support the Motion. Mr. Speaker, Sir, I wish to make one key clarification as far as the Constitutional requirements for regional balance, as far as the Commissions are concerned. The clarification is that the regional balance is a constitutional requirement taking into account the totality of the Commissions and not any single Commission. Order, hon. Members! If you are dealing with the document that was laid on the Table yesterday, I do not think you need to lay it again for a second time. If it is something else, let us have a look at it. But that was already laid on the Table. Mr. Ethuro, if we are talking about the document that was laid by the Assistant Minister for Planning, National Development and Vision 2030, that is a document that was already laid on the Table yesterday.

Mr. Ogindo, if it is not the document that was laid by the Assistant Minister for Planning, National Development and Vision 2030 yesterday--- If you are laying another document, that will be your document. It will not be the Ministerâs document. The Minister has to lay his own documents himself. So, refer to your documents and refer to the Ministerâs documents only in as far as it is the document that was tabled yesterday.
