Mr. Speaker, Sir, I wish to make one key clarification as far as the Constitutional requirements for regional balance, as far as the Commissions are concerned. The clarification is that the regional balance is a constitutional requirement taking into account the totality of the Commissions and not any single Commission. In other words, there may be regional imbalance in a particular Commission, but so long as the totality of the Commissions and independent offices have regional balance, they meet the Constitutional criteria. It will not be the Minister’s document. The Minister has to lay his own documents himself. So, refer to your documents and refer to the Minister’s documents only in as far as it is the document that was tabled yesterday. view
