Mr. Speaker, Sir, I represent the county in question. With regard to the Petition from the residents, the matters raised are weighty and call for, what I would imagine, beyond our committees alone because there are quite a number of issues that have been raised. However, just like my colleague Sen. Khaniri, I would suggest that we involve two committees, that is, the Committee on Devolved Government and the Committee on Finance, Commerce and Budget because the matters raised are somehow related to these committees. Since the Petition belongs to the House, I will support the direction given by the ...

Mr. Speaker, Sir, listening to the Petition presented by our colleague Sen. Wamatangi on behalf of the Kiambu County Assembly, there is evidence - I do not want to talk about things – or indications that there are malpractices that are going on in a number of counties. Many of them do not come to the fore. I thank the Kiambu County Assembly Members for being courageous and coming out openly to bring out this kind of malpractices in our counties. Immediately after our election, there were issues in Turkana which were ably addressed by this Senate then. It is ...

Mr. Speaker, Sir, I rise under Standing Order No.45(2)(a) with regard to a matter of great concern not only to me but many other Senators in this House. The matter is the purported rating by Infotrak which was widely captured today in the Daily Nation newspaper. In the name of trying to strengthen Governors and accountability, Infotrak – I am told it is a research and consulting firm – has decided to rate Senators on a yardstick that I cannot comprehend. I am sure that a number of other Senators will agree that the yardstick used to measure Senators’ performance ...

Mr. Deputy Speaker, Sir, from the comfort of their desks and the air-conditioned offices where they are, they were able to sample a number which they are yet to clarify. None other than a lady called Angela Ambitho has confessed that they were able to call a few respondents in the various counties that we hail from. This is not a matter that we can take lightly, because it puts our integrity, capabilities and history into disrepute. I do not think that the Senators will take this lightly. Our visibility out there cannot be put into question just because somebody ...

newspaper from covering any further proceedings of the Senate. They too have a responsibility to safeguard the integrity of Members of Parliament, Senators included. They also have a responsibility to guard what is for public consumption. This is a matter which must be laid to rest not later than today. Out of the 14 million Kenyans who were registered as voters in the last general elections, they have taken a sample size of 2,800 people as alleged. I wonder what scientific methods they have used to arrive at this. It is the high time that they retracted this information. The ...

On a point of order Mr. Speaker, Sir. We have received your message very well and understood its contents. We are not under-estimating your wisdom with regard to the management of this House. However, it is always important for us as the leadership from all the sides to know how many or who is going to serve in a particular committee or in an opportunity like this one. It is just to help us take stock of who served where so that we can have our entire membership serving in one way or another. However, we have no objection to ...

On a point of order, Mr. Speaker, Sir. Is it in order for the membership of this House, all the time, to be subjected to discussions on issues that are not the core business of the Senate? The issue raised by Sen. (Dr.) Khalwale, in fact, is a role that belongs to the security agents in this country. If we convert the secretariat of the National Assembly or that of the Senate into a government agency that screens employees, we may be heading the wrong direction as an institution. As much as we support general measures with regard to security ...

Mr. Speaker, Sir, I beg to give a notice of Motion regarding the Department of Education:- THAT, aware that the country in general and the north-eastern region in particular currently faces an acute shortage of teachers; noting that the problem in schools in north-eastern region counties has been exacerbated by the recent refusal of teachers to report to their duty stations in the region, and; concerned that the national Government has no plans to overturn the current freeze on regular recruitment of teachers, the Senate calls upon the national Government to immediately reintroduce untrained teacher programme as well as in-service ...
