  • 25 Feb 2014 in Senate: Thank you, Mr. Speaker, Sir. We cannot be crafting new rules this morning. Precedence has been set in successive parliaments including this current Senate. You can confirm from the HANSARD that Sen. Kittony raised this issue when I had put on a kanzu, although it is true I had a coat, on top of the kanzu . The kanzu goes along with a trouser - for those who may not understand - and it goes with the shawl. The shawl is the turban. If one is ignorant about the form of dressing, it is important for others to educate them ... view
  • 14 Feb 2014 in Senate: Mr. Speaker, Sir, thank you for allowing me to contribute to this very important debate this afternoon. When this issue came up a few weeks ago, I was in Mombasa and I consulted a number of friends, it was really a hard thing to think about. We laboured so much and asked what the next step is. I was in a state of bewilderment and saying probably, it would be good to look at the merits and demerits of the case of impeachment that has come up from the County of Embu, knowing that devolution is a very important process ... view

  • 4 Feb 2014 in Senate: On a point of order, Mr. Speaker, Sir. With due respect to Sen. Machage, we were very much guided this afternoon following the very first Communication from the Chair. We are not going to prejudice this process. It is important for Members to really keep to what we agreed. The basic discussion this afternoon must only be the establishment of the Committee and nothing beyond this. Is the hon. Senator in order to actually discuss issues beyond what you had expected us to do this afternoon? view
  • 5 Dec 2013 in Senate: Mr. Speaker, Sir, this is not a matter that is actually meant to create some excitement. Indeed, the position is as articulated by other speakers before me. Being the chairman of a committee does not give you an entitlement to actually represent the Government on the other side. We also know that you are there by virtue of being a chairman of a committee of this House. You do not represent the Government--- view
  • 5 Dec 2013 in Senate: Mr. Speaker, Sir, we are all learning and we are waiting for your direction on a number of issues that are waiting judgement in terms of determination and how we should proceed. In short, I want to say that being a chair, it is not an entitlement to go to the Government side. We must be where we belong. view
  • 5 Dec 2013 in Senate: On a point of order, Mr. Speaker, Sir. It is not in order for any Member of this House to personalize national issues concerning this House. I want to clarify, as the Acting Senate Minority Leader, that I consulted my colleague on the other side and we found it important to share this with a number of Members so that we do not disadvantage any county in this country. We should not look for another Motion for the same. This Motion should not be open ended but, at least, allow one or two Members to improve on or add on ... view
