  • 19 Sep 2013 in Senate: On a point of order, Mr. Temporary Speaker, Sir. You have heard Sen. Moi say that some counties are fortunate to have cowboy contractors because others have none. Honestly, this is where we expect serious business to be deliberated on and to get concrete answers for questions or statements that are sought. Is Sen. Moi in order to say that some counties have cowboy contractors? We are here to do serious business in this House. view
  • 23 Jul 2013 in Senate: On a point of order, Mr. Deputy Speaker, Sir. I stood on a point of order mainly because of the statements made by Sen. (Dr.) Kuti a few minutes ago. Everybody in this House is a professional in his own right but he said “some of us”. I do not think it is in order for any Member of this House to actually portray that there are people who are mourning in this House. You just spoke a while that we must have some decorum. Is he, actually, in order to portray Members of this House in bad light? view
  • 23 Jul 2013 in Senate: Thank you Mr. Deputy Speaker, Sir for giving me a chance to contribute on the debate on the County Allocation of Revenue Bill. From the outset, I accept what hon. Kajwang said about the Senators who were there in the beginning. The one from my home also lost. We do not want, as a House, to be rendered jobless. However, we should be realistic enough to make the country move forward. I do not want to spend a lot of time on the Division of Revenue Act because the matter is already in court. We will wait for an advisory ... view
  • 17 Jul 2013 in Senate: On a point of order, Mr. Speaker, Sir. We have heard both the Senate Majority Leader and Sen. Murkomen affirm that the President made certain statements and, many a times Kenyans, have complained about past governments on issuing policies in form of roadside declarations. Are they in order to tell us that these are statements that cannot be quoted when it is known and is in public domain that the President said that the Government is committed to devolution? He actually said that functions must be devolved fully and now. Are they alluding to the fact that this could be ... view
  • 11 Jul 2013 in Senate: Mr. Speaker, Sir, I will be very brief because this is a matter that has been well ventilated by my colleagues. • 10 Jul 2013 in Senate: Thank you, Madam Temporary Speaker, for allowing me to contribute to this very important Motion that touches on the lives of very many Kenyans including those of where I come from. For the benefit of the House, I would like to say that even if we put this under the arid and semi-arid lands, this still does not cover the whole country. The arid and semi-arid lands cover around 24 original districts. So, in my understanding, this is still a Motion that affects counties. However, I stand to be corrected. It could cover a number of counties in the country ... view

  • 4 Jul 2013 in Senate: Thank you, Mr. Temporary Speaker, Sir. I want to thank Sen. Kagwe for the very detailed presentation, but I have two quick questions. One is in relation to the teacher’s strike. It is clear that between 1997 and 2003, there has actually been two gazette notices which were varied. I believe it is varied unilaterally by the successive governments. I want to ask Sen. Kagwe, because teachers and even the union are depicted very negatively; when you listen to what they do and the response from the Ministers today, it will be assumed that teachers are on a wild goose ... view

  • 4 Jul 2013 in Senate: Mr. Temporary Speaker, Sir, Sen. Kagwe spoke at length until he forgot to address some issues we had raised. This matter is of great importance to us. I want to refer to the gazette notices. The relevant committee such as the Committee I belong to on Health, Labour and Social Welfare need to interrogate these gazette notices because we are portraying the teachers’ unions in bad light. The Government has cleared its name on this matter. Kenyans believe that teachers are on the wrong side. It is important that Sen. Kagwe tables these gazette notices if he has them with ... view
