asked the Minister for Forestry and Wildlife:- (a) why Abdi Abdullahi Geriow (P/No. 91020556), who was stationed at Wajir District Forest Office, was removed from the payroll in June 1996; (b) why it has taken so long to pay him his dues even after an order was made for the release of salary vide PCA number 320/5/97; and, (c) when his dues and arrears will be paid?

On a point of order, Mr. Deputy Speaker, Sir. I do differ with the Minister for Public Health and Sanitation because the Ministry of Forestry and Wildlife is notorious for not answering our Questions. My Question was deferred last time for two weeks because of the Ministryâs ineptitude to answer it effectively.

Mr. Deputy Speaker, Sir, we have listened to the Minister very well. All that he talks about are not efforts of the Ministry of Education alone. We would not want to contest that now, but he has not really brought into the mainstream regions that were left out deliberately, even when there are national policies that were developed across the country.

From Independence there were Commissions that have actually recommended a number of things on education in this region and nationally. What he says even in terms of grants is one-off support. Even the Kshs280 million he talks about for infrastructural development is peanuts. That is not money which is continuous. Could he tell us of a sustained programme within that region, which would be able to address issues that relate to access and equity? Thank you, Mr. Temporary Deputy Speaker, Sir, the Minister has said that there is a consortium of development partners; I believe it is a number of them. He just mentioned the Organization of Petroleum Exporting Countries (OPEC). We can only accept this as a commitment when we know who all of them are; because there is a stretch of about 800 kilometres between Garissa and Mandera. Mr. Speaker, Sir, everywhere the Ministry has posted officers they do not have the necessary equipment including transport and junior staff. The Assistant Minister always tells us that they have written to the Treasury; it is very boring indeed. What we require is the Assistant Minister to tell us the plans they have. We know they cannot recruit for all the districts in the country, but could he very elaborately tell this House the plans they have in the coming financial year even for districts to which they have posted staff?

Mr. Speaker, Sir, I would like to thank the Assistant Minister for taking quick action to establish that Customs border post. It will really help the people there and it will solve 50 per cent of the problems. The written answer indicates 1st June whereas he has read 2nd July, which is the day after tomorrow. I have no problem with the dates. He had said that there is constant communication and information sharing between Government agencies.
