  • 21 Jul 2016 in Senate: On a point of order, Mr. Speaker, Sir. Listening to the Deputy Speaker’s proposal, I tend to think that the questions we have raised may not be sufficiently addressed by the Vice Chair. I tend to think so because publicizing their names in the dailies will not be a solution. The reason for us to raise all this is to--- view
  • 21 Jul 2016 in Senate: Mr. Speaker, Sir, could I finish? view
  • 21 Jul 2016 in Senate: Mr. Speaker, Sir, just allow me to finish. If, getting the entire group to be mentioned will be a solution for the future, can we go that route? view
  • 19 Jul 2016 in Senate: Mr. Temporary Speaker, Sir, I want to add my voice to the debate on this Bill sponsored by Sen. (Prof.) Lonyangapuo. Indeed, it is a great effort to prepare a Bill. However, when there are certain issues which may not really serve the people, in the near future, it is good to take precautions. We should look at exactly what may not be useful. A number of my colleagues have canvassed with a view to reject it. I belong to the category who may want to reject it, not in its entirety but certain aspects that may not be right. ... view
  • 19 Jul 2016 in Senate: I totally reject the clause that says that they should go home every five years. If we do that, there is going to be low morale of staff at that level; merit will be thrown out of the window. We will create thousands of jobless people every five years. These people will have nowhere to go. These are the counties they come from. We can reshuffle them if there are issues or have other proposals. view
  • 19 Jul 2016 in Senate: Mr. Temporary Speaker, Sir, I am in doubt whether my good friend, Sen. (Eng.) Muriuki has understood the concept. He is talking about deployment. Sending them home means recruiting new people. If one is recruiting new ward administrators, it is not as good as deploying them. That is my understanding. They can be deployed. How can one redeploy all ward administrators? There is no logic. I appreciate the lack of proper schemes of service and a mismatch of grades. In terms of salaries, there could be people who have been employed without the requisite educational qualifications in one instance or ... view
  • 5 Jul 2016 in Senate: Mr. Speaker, Sir, in conclusion, it is only recommendations that come from this House that the relevant state agencies, including the Office of the Director of Public Prosecutions (DPP), the Ethics and Anti-Corruption Commission (EACC) et cetera should act on. view
  • 4 May 2016 in Senate: Madam Temporary Speaker, I do not want to be left behind in expressing support for this important Motion this evening. Indeed, this Committee will give the Senate an opportunity to look at the pitfalls that we have experienced as a result of our last constitutional review that put the Senate as an ineffective organ. Although this is the fourth year, this will look like a mid-term review of what the challenges were with regard to devolution and how best the different institutions will have complemented each other. It will provide an opportunity to create synergy, so that we can see ... view

  • 14 Apr 2016 in Senate: On a point of order, Mr. Temporary Speaker, Sir. Just before Sen. G.G. Kariuki spoke about the CRA bit, he spoke about boundaries and movement of people and I kept wondering. We talk about regional integration and easy movement of goods and people within the East African Community (EAC) countries. Does he imply that the movement of people is the problem? I felt he was somehow referring to it in the negative. Is he in order? view
