  • 3 Dec 2008 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I will respond in one minute. On the point raised by my good friend and former classmate, Mr. Mungatana, it is true that we considered those issues. Section 5 of the Act specifically states what you should and what you should not be. It says that a member of the Commission should not be a Member of Parliament or a councillor. We noted that provision very seriously. I agree with the Minister that the KHRC is a statutory body, and we believe that statutory bodies do a good job. view
  • 2 Dec 2008 in National Assembly: Thank you, Mr. Speaker, Sir. I do not think that the Assistant Minister's response is sufficient enough for us to say that we have no further questions. We have more questions. It is the responsibility of the Ministry of Higher Education, Science and Technology plan for this country in terms of expanding and advancing higher education. Could he tell us which countrywide plans they have because there are regions which do not have constituency colleges? They should not just wait for the Ministry of Education, Science and Technology to make plans. These Ministries were created just to create jobs for ... view
  • 13 Nov 2008 in National Assembly: Mr. Deputy Speaker, Sir, I want to thank the Minister for giving us a response that looks very positive. I want to state here that this Question addresses what we were looking for in totality. It is not about the Question that we had asked last time. Let me now go to the question relating to policy. As much as we are able to appreciate what the Minister tells us, he does not specifically tell us, in terms of getting disadvantaged, about the recruitment that was going on--- Could he consider stopping the on going national recruitment in Ministries with ... view
  • 11 Nov 2008 in National Assembly: Mr. Deputy Speaker, Sir, the Government has a responsibility to protect both the well-endowed and the less privileged. The Question by Dr. Khalwale talks about thousands of people. It is a national problem. Could the Assistant Minister tell us what they intend to do because we have a squatter problem all over the country? What plans does the Ministry have to settle these people in alternative parcels of land that are not in dispute at all? view
  • 11 Nov 2008 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. The Question does not belong to Dr. Khalwale. It belongs to the House. We have all the rights to be given sufficient information by the Assistant Minister, which he has failed to provide. Is he in order not to clarify to the House whether the allegations or the issues that have been raised, by Dr. Khalwale are true or not? He should give us sufficient information. He should not make it personal. Is he in order to make the issue a personal one? view
  • 30 Oct 2008 in National Assembly: Mr. Deputy Speaker, Sir, you have heard the honest and open admission by the Assistant Ministecr that even the 800 nurses will not be enough. It is not up to the citizens of this country to find solutions to problems. It is up to the Government to tell us how best it can address this problem, which it has failed to. The shortage of staff in key sectors, including education and health, cannot be addressed in the foreseeable future. It is not that we do not have enough nurses. The nurses are not distributed evenly. Could the Assistant Minister consider, ... view
  • 23 Oct 2008 in National Assembly: Mr. Speaker, Sir, I do not think that the Assistant Minister has answered the Question that he was asked. He was asked to tell us the criteria and he has just mentioned one based on the quota system, which the Ministry has almost done away with even in the admission of students to secondary schools these days. But let me come to my main question. We have not been able to address our staffing shortage because of the requirement that says that any student who wants to go to a teaching college for a P1 certificate must attain a certain ... view

  • 23 Oct 2008 in National Assembly: Mr. Speaker, Sir, I am surprised to hear the Minister say that food has not been reduced in those areas, including Turkana. I want to confirm - because I just came back from there yesterday - that food has been reduced in Wajir South District. But, ordinarily, food is reduced or scaled down based on national monitoring by the Office of the President, together with the World Food Programme (WFP) and other agencies that distribute food. Madam Minister, when was that done, and in consultation with who? view
