  • 21 Jan 2009 in National Assembly: (c) when the Ministry last reviewed the salary scale for such cadre of staff. view
  • 21 Jan 2009 in National Assembly: Mr. Speaker, Sir, I want to thank the Assistant Minister for saying that Mr. Mohammed will be paid his dues some time in March. But my major question is on part "c" where he says the salary scale for such cadre of staff is determined by the SMCs and BOGs. I have a copy of a letter from the Ministry of Education, authorising heads of schools to only pay Kshs3,000. view
  • 21 Jan 2009 in National Assembly: I also have a reference made to DPM Circular Ref.No.DPM1614A Vol.VI referred to by the District Education Officer of the district which I come from. I wonder where they got the authority as the Ministry to reduce salaries for people who were earning Kshs6,224 to Kshs3,000 in June 2003. view
  • 21 Jan 2009 in National Assembly: Mr. Speaker, Sir, can I table the document? view
  • 20 Jan 2009 in National Assembly: Mr. Speaker, Sir, we appreciate the efforts the Minister is making. Knowing very well the number of commissions that were established and issues that lie ahead for this Parliament and the Government, could the Minister give us the timeframe within which he seeks to take action on the Ndung'u Commission Report? view
  • 20 Jan 2009 in National Assembly: Mr. Speaker, Sir, we very well know that it is imperative for communities to accommodate the training of army personnel. But looking at such areas that are disadvantaged one realises that, the roads are dilapidated and there are no boreholes. What is the military doing for those communities in return, apart from training and shooting around? What are they doing for those people? view
  • 20 Jan 2009 in National Assembly: Mr. Speaker, Sir, you have heard the Minister concede to the fact that those teachers in Job Groups "K" to "R" have no problem with harmonization of their salaries. But the bulk of teachers who fall on Job Group J and below are members of KNUT. There seems to have been more attention to the Kenya Union of Post-Primary Education Teachers (KUPPET) members than to KNUT members. I think this is what has whipped up the emotions of the KNUT leadership. We do not need to have two rival unions, one bending towards the Government and one opposing it. Could ... view
  • 17 Dec 2008 in National Assembly: Mr. Speaker, Sir, I stand to support this very important Motion alongside other hon. Members who have done so. I want to make a few comments. Many hon. Members who spoke before me yesterday said constitution making is a very important process. There is something which people have kept on telling us from last week. They have been talking about consensus. We know what consensus is all about. We cannot get consensus unless we narrow our differences. For the second time running, it is unfortunate that the leadership of this country, particularly those of us who were involved in the ... view
  • 17 Dec 2008 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. I stand to support this Motion of Adjournment. Like my colleagues, I will start by recognising the role that Parliament has taken in the last few days with regard to the issues that relate to Constitution-making. Mr. Deputy Speaker, Sir, I appreciate that, as part of Parliament today, we are able to develop a common understanding on issues that affect Kenyans. Parliament as an institution has, time and again, been villified for failing to address the plight of Kenyans. I think what has been demonstrated in the last few days will definitely reflect a ... view
  • 17 Dec 2008 in National Assembly: I know there is a Government but when we listen to Ministers, it is as if there are two Governments, and I cannot personally understand what it means, because you ask a Question and Minister says: "This is the bit I can address!" These are Ministers in one Government. There is collective responsibility; if the Ministry of State for National Development, Planning and Vision 2030 and the Ministry of Finance can harmoniously work together, I am sure that a number of problems in this country in terms of development can be addressed. I personally have no problem with Ministers or ... view
