I say so because the National Treasury normally gives lump sum payment. If the TSC had prioritized payment of teachers’ salaries inclusive of deductions for SACCOs, then the problem we experienced would not have occurred. When I was asking about the policy that guides registration of persons in Nairobi, I had in mind a particular case in Nairobi West of a citizen who was denied registration even after the area chief formally signed the registration documents.   • 3 Mar 2016 in Senate: Mr. Speaker, Sir, this is not a matter which is supposed to be delaying much more. The nominated County Assembly Members are really suffering. The chairperson representing the rest of the committee seems to be helpless. He now says they will write again and again. We seek your intervention. If they are not willing to give the information, there opportunities which he can still explore. It is about time we implored upon you or look for other options instead of saying they look helpless. view
