He is talking about Mr. Charles Nyachae and the CIC. I do not think he is in order. He should withdraw and stick to the Motion before the House. view

Member who has just spoken that Uwezo Fund money is not for buying meat and whatever she has just talked about. It is not that we are removing the money from the Women Enterprise Development Fund or the Youth Enterprise Development Fund.   • 15 Oct 2014 in National Assembly: the motto “ Kazi kwa vijana, pesa kwa wazee ” was coined because of the malpractices involved in the whole programme. We would not want something like that to happen again. Once this Motion progresses into a Bill and finally into an Act of Parliament, anybody who is over 35 years old should be able to access the funds. I would request the Government that, once the Bill is enacted into law, they create a single Fund, and not differentiate between youth fund and women fund, and an old people’s fund and kazi kwa vijana fund.   • 27 Aug 2014 in National Assembly: Thank you hon. Speaker. Two months ago, I got a response from the Chairperson of the lands committee regarding land in Meru. There was one special committee which was supposed to be formed to sort out many issues, and we were getting a tarmac very soon; we would be having fights over the land. To date, that committee has never done anything. I just wanted the lands committee chairman, my dark brother, to probably answer that question. Mwiru means dark in Kimeru. Thank you hon. I would want to support this amendment because I think it is following on the lines of the Muslim tradition where in the Quran it states that a victim has to be compensated. I think it is right because what happens is that many people or victims do not get anything from any act which is done, be it the court fines and all that.   • 27 Aug 2014 in National Assembly: Thank you, hon. Temporary Deputy Chairman. I want to support the amendment under 25A. Withholding Tax used to be there before, and now it has been brought back. Under 25B, we are giving a transitional period of five years. view
  • 27 Aug 2014 in National Assembly: Clause 25B provides for five years for this to kick in, and I think that is a good thing. Clause 25C is the best thing which has happened; when we last passed the VAT Bill, I think there were some problems in the numbering and we left out what has been proposed today. What is happening is that Kenya Airways wants to lease aircraft today, but it has to keep this on hold because of paying that 16 per cent VAT; this makes undertaking uncompetitive. This will work out well with contractors as well; I support it. Thank you. view

He has said that there are committees which are chosen to go and look for the people in communities. Apparently, there is nothing like that in North Imenti and I had to give my vehicle for a month, so that they could go and look for the people. There are some underhand deals which are done. From the outset, I want to oppose this Bill and my reason for doing so is because I believe the child is the most important person as the other speakers have said. However, the person who brings the child into this world is even more important and parental responsibility does not just end with conceiving a child or bringing forth a child.
