That was confirmed by the Chairperson of Education, Research and Technology Committee, but nothing can be done until the Cabinet Secretary comes here to say it. With those few remarks, I would like to support this Motion. I request all hon. Members, because there are some who are skeptical that we are not following the Constitution, to accept this as it is stated in the Constitution that Cabinet Secretaries will give us regular reports. I think this is the only way we can interrogate our questions and get answers. Thank you. view

But there a few issues in the Bill which probably he needs to look at. Section 20 says that person from overseas cannot be allowed--- but I can see under Section 21, they are allowed. How do you satisfy the council when you have already been on training for a year? • 24 Apr 2014 in National Assembly: On a point of order. Is the hon. Member in order to say that us Africans butcher ourselves whereas he knows a lot of other communities butcher themselves as well in the whole world? Is he in order to make such a remark? I think he should withdraw. view

• 24 Apr 2014 in National Assembly: We need to change the Budget Policy Statement (BPS) which is brought here on the 15th of February every year and we are given 14 days to bring it back to Parliament and again another 30 days. I think the time is not enough. We need to look at it and increase the time to a month or two, so that we can sort issues out well. view

• 24 Apr 2014 in National Assembly: “Funds should be disbursed directly to suppliers where the loan is raised for the purposes of financing goods and services.” I think that one will be prone to abuse which should not be the case. It should just be paid into the Consolidated Fund. The money should first get into the country and then get out. view
