Thank you, hon. Temporary Deputy Speaker. I thank hon. Sakaja for donating his time to me. I think the youth need all the support and not roadblocks to achieve the procurement which we need.

Hon. Sakaja should even come up with guidelines on how the youth should get registration certificates. I know that there is a big problem with the youth being issued with those documents. We should take into account how the funds will be used because the youth can do much. But when they will be asked whether they have this or that equipment to do those works, it will become a problem. That is because they do not have any equipment.

Thank you, hon. Temporary Deputy Chairman, Sir. I think the licence and the authority may be the same, but consent is something different. Where the journalists will get the licence from is what I do not understand. I think the whole thing needs to be either dropped or rephrased.

Thank you, hon. Temporary Deputy Speaker. From the outset, I wish to support this Amendment Bill. In supporting the Bill, there is a trend in this country where Reports are shelves never to be seen. It is only fair that this Report be brought to Parliament, so that we can address the historical injustices and truth and reconciliation can take place. A point in mind is the 2007/2008 post election violence cases where many people lost a lot of land. They are holding titles. We have just been told that titles are there, but they do not have the land. So, while we debate this Report, we should make recommendations in place, and the Minister who has been replaced by the Committee in Article 49, should implement it. The Report should be brought to Parliament and the implementation should be done by the Minister, unlike previously where the Minister was the heart and soul of the Report and whether he implemented ...
