I would like to point out that he received a Statement two weeks ago from hon. Kabando, but the Statement had not been approved by your office. He has two Statements requests for the same day. One was approved and one was not approved. So, I would request that the hon. Member confirms whether the Statement has been approved by your office. view

I was invited by the Chairman of the Budget and Appropriations Committee today, but it seems that it has been lost in the Clerk’s office. So, I would like to have directions as to what happens in such a case? Whenever I ask, they say that it is with the Budget Office, but it is never there. I cannot bring that Motion. view

Speaker, Sir, I understand there is a very serious issue, but the Member should take into cognisance that this matter involves very weighty issues, which may not be dealt with as soon as he would want. But let me give it to the Chairman of the Committee and maybe, a minimum of two weeks would do. That is all I can say for now. More than that, it is not possible unless he addresses it to the Leader of Majority Party who would probably give him an answer faster than we could. view

The amendments which have been brought are good because the structured way of paying compensation has been lacking in the insurance industry. This is because whenever somebody dies or something happens, the insurance companies do not pay. They look at who is claiming. They offer very little money most of the time. I think this Bill will address those inequalities. Katoo and I would like to say that the Committee should amend this Report by inserting “accept” and deleting the word “reject”. I would like to correct some hon. Members who have commented that miraa is a drug. Miraa is not a drug and that should be stated categorically until it is proved otherwise, because there is no scientific research that says miraa is a drug. He deserves it and he has done all that can be done; I do not think any of the hon. Members who are here can really be more passionate about alcohol related laws than hon. Mututho. So, let us give him the job; let us pass this amendment. Thank you. view
