  • 30 Apr 2019 in National Assembly: Hon. Speaker, I beg to give notice of the following Motion: The electronic version of the Official Hansard Report is for information purposes only. Acertified version of this Report can be obtained from the Hansard Editor. view
  • 30 Apr 2019 in National Assembly: THAT, this House adopts the Reports of the Public Investments Committee on the inquiry into procurement and implementation of the excisable goods management system for printing, supply and delivery of security revenue stamps, complete with track and trace system and an integrated production accounting system by the Kenya Revenue Authority, laid on the Table of the House on Tuesday, 30th April 2019. view
  • 7 Mar 2019 in National Assembly: Thank you, Hon. Speaker. First and foremost, I respect highly the opinions of both the Hon. Leader of the Majority Party and the Hon. Leader of the Minority Party. I respect our elderly and that is why even if he interjects in a disorderly manner, we will still be referring to you the Hon. Speaker. We will forgive him and so will the rest of Kenyans. view
  • 7 Mar 2019 in National Assembly: However, Hon. Speaker, I want us to understand the genesis of what transpired until we are here today. I would like Hon. Members to lend me their ears and look at this in a very comprehensive and approachable manner. view
  • 7 Mar 2019 in National Assembly: When we were going through the Reports for 2013/2014 all the way to 2016/2017 financial years, what transpired was that KQ had to pay KAA Kshs3.8 billion. The last time we had the CEO of KAA, that figure had reached Kshs5 billion - and that is on record. This is a House of tradition and records. It is a House that transcends what others have done and I see no other person who has been able to lead PIC in a progressive manner like you. view
  • 7 Mar 2019 in National Assembly: Hon. Speaker, you will recall when you were the Chair of PIC, and when you were interrogating the accounts of the Kenya Ports Authority (KPA) something came up with regard to the issue of procurement of cranes. Those were not in the audit at that time, but you did it. I would like the Hon. Leader of the Minority Party to kindly hear me out so that this is not seen to be political; so that if it is a constitutional issue, let it be raised, debated and concluded, based on the Constitution of Kenya, Standing Orders and Speaker’s rulings. view
  • 7 Mar 2019 in National Assembly: Hon. Speaker, this did not even die there. When the former Minister for Agriculture, Hon. Kipruto arap Kirwa as well was in the Committee before you, you were able to rule on a number of issues and there is a particular statement that I would not want to mention, but it was very famous in the media at that time. That is the word “diminutive stature; I know you understand what I mean when I say that. This just goes to show that we have also done our research. This also applied when the Minister at that time was Prof. ... view
  • 7 Mar 2019 in National Assembly: We, as a Committee, advised the management of KAA bearing in mind the magnitude of this whole issue and the emotions that are currently there. We advised them that it is prudent that they do not try and go ahead until all relevant stakeholders, including the Committee on Transport, Public Works and Housing, are aware of what is happening. I want to tell this House how it works when Government wants to do something regarding policy. The first thing that happens is that a sessional paper is presented to the Floor of this House. There is no sessional paper talking ... view
  • 7 Mar 2019 in National Assembly: When a sessional paper is brought to this House, the representatives of the people of Kenya as enshrined in the Constitution of Kenya deliberate on that with respective parliamentary committees. In this instance, it would have been the Transport Committee. That has not happened until this day. view
  • 7 Mar 2019 in National Assembly: Hon. Speaker, I want to give examples. When the same KQ wanted a sovereign guarantee of over Kshs70 billion, that was brought here and the Hon. Leader of the Majority Party tabled a Paper that was deliberated in this House and the House approved through a sessional paper. When KQ wanted a cash bail of Kshs4 billion, it was brought to this House using the right procedures. I want to use the word “to guide” the leaders of this House on whether public money has already been used or not. The electronic version of the Official Hansard Report is for ... view
