This document was done after 136 sittings and for a historic 72 Government institutions whose audit reports we examined. In this Report, we will see how Board members violated procurement processes and acted in conflict of interest. Some of them were lawyers for the same organisations that they were meant to be Board members. So, there were inner dealings going on in some of these organisations. Some of these organisations have been run without boards for years thus putting the organisations’ day-to-day work and that of Kenyans at risk. Thank you very much, Hon. Temporary Deputy Speaker. This Bill has been drafted by my brother, Hon. Irungu Kang’ata. It talks about amending four Sections of the mother Act known as the Higher Education Loans Board Act. The first amendment is on Section 4, which seeks to include representation by students from both public and private universities in the Board. We are in leadership at a time when this country has one of the highest rates of unemployment and the highest number of youth lacking the capacity to get an income. Therefore, we need to allow the young people of this country who have not attained university levels, but have managed to get enrolment for diploma courses and other courses, to apply for HELB. The Bill of Rights is pretty clear that religious rights have to be included in each and every Government institution. It is for that reason that we will be seeking an amendment so that when the Third Reading comes, we can ensure that every single Kenyan has access to this fund and is not denied hir or her right to get education in the rightful manner.

Thank you, Hon. Speaker. Probably, you will need to give a bit of guidance on this particular matter. The Hon. Member knew that he would have been unable to substantiate the first allegations where people had been bribed and were wishing to be bribed. Before withdrawing and apologising which he knew he would need to, he immediately made another statement and as other Members were murmuring in the House, the damage had already been done.
