  • 14 May 2019 in Senate: Mr. Speaker, Sir, in the last few weeks of recess, the Committee on ICT has done nothing but mediate for the Data Protection Bill to continue to be executed in this House. The Executive had come up with another Bill that was going to go through the National Assembly and had stated clearly that data protection does not concern counties. We did nothing but went into mediation, basically sitting every day in taskforces that consumed the entire period. Eventually, I thank the Cabinet Secretary (CS) who saw the light and agreed that we kill the other Bill and continue with ... view
  • 14 May 2019 in Senate: ourselves what role we have played and what it is that we have done or not done that is making them prefer the ―lower House‖ over the ―upper House.‖ view
  • 14 May 2019 in Senate: I think it is about time - and we have asked for this before and continue to ask - that we have a Committee or the leadership to look into the issue of the existence of this House. The House and devolution are under attack, but what are we doing? Is what we are doing enough? I know that this is a House of debate, but we cannot just be talking over the same thing and expect any different results. This House had better look at itself in the mirror and decide what we want to do and how differently ... view

  • 26 Mar 2019 in Senate: Mr. Speaker, Sir, I rise to support this important Statement. I would like to focus on the resourcing part of this Statement and link it to the food security which is part of the Big Four agenda. view
  • 26 Mar 2019 in Senate: When we talk about food security, it is taken to mean maize. We should get it right because more than 80 per cent of this country is dry and pastoralism is practiced and not crop farming. We are missing the point with regards to food security in this country. The extent to which livestock farming has been devolved is a very important question view
  • 26 Mar 2019 in Senate: The electronic version of the Senate Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor, Senate. view
  • 26 Mar 2019 in Senate: that Sen. Seneta has asked and I think we should focus and look at it from the financing aspect. view
  • 26 Mar 2019 in Senate: I had an occasion to look at the Budget Policy Statement (BPS). What I have realised is that we only look at big agricultural and irrigational inputs but we have not resourced small-scale farming; both in terms of pastoralists and crop farmers. Perhaps, we should demand to see the breakdown of resourcing of small-scale crop farmers and pastoralists as part of the food security agenda. view
  • 26 Mar 2019 in Senate: We have missed the point because we have concentrated on big projects like Galana-Kulalu Irrigation Project which has not worked and cannot work. That is only focusing on commercial farming and not small-scale farming which makes 98 per cent of our agriculture, both in terms of livestock and crop farming. view
