However, one thing that disturbs me is this: I have heard our Chair say that we need a legislative framework so that our counties can start executing the retirement scheme. I know that from the discussion and arguments I have heard, it may sound that now we are trying to fight and, therefore, the grass is what will suffer. Why should this House continue to be, if that will be the order of the day for us? Are Kenyans not right when they say that the Senate should be done away with as it not useful to them going by this?
