  • 16 Oct 2018 in Senate: introduced in this Bill. This is because they have a multi-pronged approach and a multi- agency principle to it. I hope that in the principal Act, all these issues of awareness, information sharing and the new concepts around social media, the use of analytics and data to counter violent extremism and terrorism are also looked at in the primary Act. If it does not exist in the principal Act, then Sen. Waqo should consider looking at the new internet and data driven approaches as part of the prevention strategies. Mr. Temporary Speaker, Sir, I know that right now, people are ... view
  • 16 Oct 2018 in Senate: With those few remarks, Madam Temporary Speaker, I beg to support this Bill. I look forward to its implementation because depending on the profile that some of us bear, we tend to bear the brunt of these things. I know that Sen. Wako mentioned a profile of people who look very normal or very natural. Therefore, the profiles exist and it is in our interest – for some of us who know this first hand – to work together with Sen. Waqo to ensure that all the loopholes with regards to prevention, monitoring, and new media are sealed. We also ... view
  • 9 Oct 2018 in Senate: Thank you, Mr. Deputy Speaker, Sir, for giving me the opportunity. I will not be long because a lot has been said. I just want to point out one aspect of this Bill. First of all, allow me to congratulate Sen. Cheruiyot for this timely Bill. The issues around exploitation, abuse, neglect and all the rights that accrue to older members of the society have all been said, and I will not belabour that. However, I would like to mention one thing. The right to dignity of older people is not one that we are giving, but is inherent and ... view
  • 9 Oct 2018 in Senate: Thank you, Mr. Deputy Speaker, Sir. For instance, we have the Meru Council of Elders called the Njuri Ncheke and the Borana Council of Elders who provide very good counsel. Can we probably have council of elders that are national to just give them space and ability to participate in our governance? This way, our protection and care of our elderly will be as African and Kenyan as it can possibly be. I do not wish to go into the others like abuses and neglect. As I said, this is the one aspect that I just wanted to point out ... view
  • 9 Oct 2018 in Senate: Madam Temporary Speaker, I rise to support this Motion. Allow me to congratulate our colleague, Sen. Olekina, for bringing this very timely Motion. • 9 Oct 2018 in Senate: Madam Temporary Speaker, I was going to come back to it but thank you for the encouragement that I have not digressed. We have been missing our targets in terms of revenue collection. We have been looking at the list of things and people to be taxed. The latest is taxation on petroleum products which is having a ripple effect on everything. There are sectors that we have not taken advantage of. One of them is the tourism sector, as Sen. Olekina has eloquently articulated in this Motion. I could not help but wonder about the USD400 billion or 5.6 ... view

  • 4 Oct 2018 in Senate: Thank you, Mr. Speaker, Sir. I want to add a point of information as a Member of the Committee on Lands, Environment and Natural Resources. Everybody is talking about a county where the water originates but that is not factually correct. The water that flows into Ndakaini Dam comes from the Aberdares. Therefore, even as we talk about the origin of the water and the other resources, let us be careful because the water does flow from other parts of the country as well. view
  • 3 Oct 2018 in Senate: Thank you, Mr. Speaker Sir, for giving me this opportunity to second the Motion moved by Sen. Khaniri. Allow me to thank him for bringing this Motion. As has been said here, it is a very important Motion. Yes, I was the immediate former Deputy Secretary-General of the Kenya Red Cross Society. I was privileged to serve Kenyans in the humanitarian space through a most wonderful organisation like that. There are around 190 Red Cross societies around the world, but the Kenya Red Cross Society is one of the best in the entire globe. Kenya should be very proud of ... view
  • 3 Oct 2018 in Senate: Mr. Speaker, Sir, as a middle-income country, funding to Kenyan institutions especially in the philanthropic or humanitarian field has reduced very much, as I said, by close to half. The United Nations (UN) which is the blue pillar for humanitarian response recently did a survey which revealed global reduction in humanitarian support in the year 2016 to a 40 per cent funding shortfall for the UN coordinated humanitarian appeals. Normally, whenever there is a disaster, an appeal is made, through the Kenya Red Cross Society and the United Nations (UN) movement. All of these have dipped by 40 per cent. ... view
