  • 1 Aug 2018 in Senate: Mr. Deputy Speaker, Sir, I congratulate Sen. Khaniri for his Statement, which is in support of counties. We have always talked about counties not having capacity in certain areas. The Salaries and Remuneration Commission (SRC) capped county positions in many areas, including that of research, finance officers and a lot of issues around the capacity in terms of the human resource of counties. We also know that people need hands to implement some of these projects. I know that we are juxtaposing this with the recurrent expenditure, but sometimes recurrent expenditure does not require a lot implementation capacity or hands. ... view

We had legislation before this House to push funds to the lowest levels of service delivery in the counties, namely the wards. This morning, our discussion was on the fact that a lot of institutions at the national level are against this. If we had cascaded some of these funds and provided counties the requisite capacity to implement some of these projects, perhaps, we would not be dealing with lack of absorption of funds. Therefore, even as we talk about corruption and other things, let us not forget that this House ... view
