  • 10 Mar 2020 in Senate: Madam Temporary Speaker, I am told that eventually, a few years later, I think as late as just last year, this same officer was then required to return some Kshs41 million. That is how long that court process has taken; since 2008, it is over 10 years later. Again, perhaps the legal framework for this lifestyle audit is the answer to shorten some of these legal procedures that have not really worked well for us. It also provides a certain avenue that would encourage people to return some of the proceeds without having them to go through a very rigorous ... view
  • 10 Mar 2020 in Senate: which the wealth of public servants is not a secret. For instance, you can go on the website and find out what parliamentarians in the United Kingdom (UK) own and what they get. It is written in articles and in the various engagements that they are involved in. It is only here, where we are not open to scrutiny. Another issue to note is that we are ranked the fourth country in Africa in terms of individual wealth. The first is South Africa, then Nigeria, then Morocco and then ourselves. I do not know if we should celebrate or cry. ... view
  • 10 Mar 2020 in Senate: ? We do not know. It is not very evident for us. I say this because it is in support of this lifestyle audit. Where is our source of wealth? Where are our industries and entrepreneurs, or are they really entrepreneurs? We do not know. Madam Temporary Speaker, I know that time is not on our side and without belabouring, I stand to support and congratulate Sen. Farhiya for a great job. view
  • 3 Mar 2020 in Senate: Thank you, Mr. Speaker Sir. I rise, pursuant to Standing Order 48 (1), to seek a Statement from the Standing Committee on Devolution and Intergovernmental Relations regarding the incessant fire outbreaks in several county offices, destroying official and crucial documents, mostly from the finance offices. In the Statement, the Committee should - (1) Explain the circumstances that led to the fire outbreaks that burnt down offices holding financial records in Migori, Homa Bay, Kitui, Busia and Kisumu counties, destroying crucial documents that are used for audit purposes. As the over sight body for counties, I have been wondering at what ... view
  • 3 Mar 2020 in Senate: Thank you, Mr. Speaker, Sir. I thank Sen. Ndwiga for the effort he has made to give us answers on the locust invasion in our counties. Unfortunately, this is not being handled with the urgency it deserves. At what point will we deal with this issue as an emergency? I wonder what we will do if human beings are faced with the Corona Virus. I was told that the locusts were already in Turkana before they spread to other counties. However, when it was highlighted, nobody took action. It is good to take these measures but it will be a ... view
  • 27 Feb 2020 in Senate: Thank you, Madam Temporary Speaker. Three minutes is too short for financial analysis, but thank you for giving me a chance. Every year we go through this, we have three minutes to discuss something as serious as the Budget Policy Statement, which is a tool of evaluation for the budgets that will be used for the rest of the year. I do not know if that is doing it justice. Let me just pick one issue because I cannot do too many things in three minutes. One of the issues that is of concern is the impact of the national ... view
  • 27 Feb 2020 in Senate: On a point of order, Madam Temporary Speaker. With all due respect to our Chairman, is he putting the cart before the horse? If the tool for evaluating the CARA and DoRA is still under discussion, how are we going to use this BPS to evaluate the expenditures going forward? view
  • 27 Feb 2020 in Senate: Thank you very much Madam Temporary Speaker. I beg to move- THAT, the Senate notes the Report of the Parliament of Kenya Delegation to the 50th Commonwealth Parliamentary Association (CPA) Africa Region Conference held in Zanzibar, Tanzania from 30th August to 5th September, 2019, and laid on the Table on 27th November, 2019. As I move, I would like to inform the House that this was very important. As you know, the CPA, of which the Kenyan Parliament is a Member, is a membership organisation which comprises parliamentarians of the Commonwealth countries. For the African Chapter, our own Speaker of ... view
  • 27 Feb 2020 in Senate: constituency engagement and public participation. There was also the use of ICT in strengthening public involvement in the legislative process, and empowerment of women using strategies to enable them participate in decision making using ICT. There was also the role of technology in developing democratic practices, as well as our participation in the East African Caucus; and the participation of our clerks in the Society of Clerks-at- the-Table (SOCATT). One of the things that came out very strongly at the Conference was the fact that there are very big opportunities for parliamentarians to use ICT to enhance public participation and ... view
  • 27 Feb 2020 in Senate: Madam Temporary Speaker, as I said, hon. Makali Mulu was the Chairperson of our East Africa Delegation. We thought that our Delegation Chairperson would sign – but I stand guided – we could re-sign it. That is the reason why we gave it to the Chairperson to sign it, and we thought we could do that. I stand guided. view
