One thing that this House should be making sure of, because of our oversight role – and this is what I like about this Bill and I actually came back to speak to it – is that we cannot delegate putting in place the right people to drive and make sure our industry has the right people driving it. Mr. Deputy Speaker, Sir, I stand to support. I would like to see our country having business fundamentals or economic support pillars so that we can say that we have 6 per cent growth because our fish industry is working. Similarly, ...

Thank you, Mr. Speaker, Sir. I rise to support the Motion on the constitution of the Senate Business Committee. Looking at this list I think it is a very good one with people who are very experienced. They have qualifications and capabilities to do justice to the business of our House. Let me also take this opportunity to congratulate Senators and welcome them to the Fourth Session, as has been said before. I look forward to this team making sure that the programmes of the Senate, as per our Standing Order No.184, are executed smoothly and above board. When we ...

Mr. Speaker, Sir, thank you for alerting us and pointing out the salient issues around the Budget Policy Statement that you have talked about. I know there are Senators who have spoken about this. what are we oversighting? We are oversighting resources. It is about time that we took this Budget Policy Statement very seriously. We should scrutinize and influence it in ways that we will make sure that we do not start to question issues that we pass at the Budget Policy Statement stage, without scrutiny and then we start singing our voices hoarse later on, on things that we passed. Sometimes it is very easy for certain items to be budgeted for, including corruption. As we have said before, and this is where we stand to be counted as the Senate - ...

Mr. Speaker, Sir, during this Session you have advised that we should be above partisan lineups to make sure that this House executes its work in an objective manner. My challenge is actually to the House leadership. When a boat is wavering; when something is happening, let us look at our role in ensuring that this did not happen. In fact, this is something that has seeped into our DNA as the Senate. Let us look at our role. Each Senator should uphold the integrity of the Senate, and we also protect not just counties, because who can we protect ...

Thank you, Mr. Speaker, Sir. I would like to join you in mourning President Moi. I can say so much about my relationship with baba Moi, but that will take away my five minutes which will not be fair. Many people know him as a President, but I want to focus on the other titles that he held dearly. He was a father, grandfather, great-grandfather and an uncle. My heartfelt condolence goes to his family, especially my party leader, Sen. Moi, who literally lived in Nairobi Hospital in the last three months taking care of his father. I stand to ...

President Moi exemplified true humility. He lost his parents at a very young age and was brought up by missionaries. He had very humble beginnings, but made it in life through hard work. Our youth today think that one can have shortcuts to leadership or wealth, but Moi’s life and leadership skills teach us that there are no shortcuts in this life. We all have to work hard to become somebody in this country. President Moi was the soul of our country and my party, KANU and all of us who grew up watching him at the helm of leadership. ...
