  • 24 Oct 2019 in Senate: Thank you, Mr. Temporary Speaker, Sir. I also rise to support the Report of the Select Committee on the removal from office by impeachment of Gov. Granton Samboja. Mr. Temporary, Speaker, Sir, a lot has been said about this Report. Even though the governor did not appear before the Senate, he had his chance to do so. Yes, we have seen that a lot of the allegations made against him did not have enough evidence to support his impeachment, however, with that said, looking at this Report, one of the things that was very clear to me is that this ... view
  • 24 Oct 2019 in Senate: Mr. Temporary, Speaker, Sir, this House also has to introspect as to why some of our governors do not either believe in, or are not very respectful of the Senate; or do not believe in the systems of the Senate. Therefore, in that introspection, I hope that the Senate will start looking at where we need to improve, if we do have to or where we need to engage with our governors so that they then start believing in our systems and processes. That way, we hope that they will start honouring and believing that we are in this together, ... view
  • 23 Oct 2019 in Senate: Mr. Speaker, Sir, I rise to also add my voice and congratulate my friend, Sen. Shiyonga. I know Sen. Shiyonga has done a lot of work on the ground. As it is said, sometimes people are recognised outside and not where they come from. I take this opportunity to congratulate her not only because of her legislative work that touches on the most vulnerable in society but also because of some of the work that she has done in Kakamega County and across the country with regards to what has been highlighted. I do not want to go through each ... view
  • 22 Oct 2019 in Senate: Mr. Deputy Speaker, Sir, I stand to support this important Motion brought by Sen. Nyamunga. I cannot think of a better Motion to support the UHC than this. Our country is very good at strategies. We have one of the most robust community health systems strengthening strategy, but we cannot achieve this without empowering community health volunteers. In the Red Cross, they are called community health volunteers. Even though sometimes they worked harder than some of the health workers, they were not given much because they were not trained to required levels. For that reason, we used to call them ... view
  • 22 Oct 2019 in Senate: We had close to 7,000 community health volunteers. Most of them were in areas of communicable diseases such as prevention of HIV/AIDS, Tuberculosis (TB), malaria and immunization. As part of the Community Health Strategy (CHS) for this country, we cannot achieve the UHC without involving community health workers or volunteers as they are called. Our country is now considered a middle income country yet we have quite low budget for health, but we must commend our Government for the recent spike in the health budget. However, we are still below the threshold that will enable us achieve the UHC. Innovative ... view
  • 22 Oct 2019 in Senate: Motion that allows us to look at our CHS from the perspective of domestic sustainability so that we come up with our own solutions through community health volunteers. If you look at the community health services, it has all these things but it is the implementation that has not been done. In fact, Sen. Nyamunga, if you add some small things here and there such as incorporation of mental health because it is a bit dated since it was done in 2014 or thereabout, then it will be a very beautiful strategy that will integrate and ensure that people who ... view
  • 16 Oct 2019 in Senate: Mr. Deputy Speaker, Sir, I rise pursuant to Standing Order 48(1) to seek a statement from the Standing Committee on Labour and Social Welfare regarding joblessness among graduates of the National Youth Service (NYS). In the Statement, the Committee should address the following- (1) To confirm that in February 2018, authorities arrested Mr. Stephen Wachira Ngariko, a former NYS recruit, in Dable at the Kenya-Somalia border attempting to join the Al-Shabaab militants. (2) To what extent has the National Youth Service Act that was enacted in 2018 been implemented to ensure that persons who graduated from the NYS with paramilitary ... view
  • 16 Oct 2019 in Senate: Thank you, Mr. Deputy Speaker Sir. I rise to support this Statement. This Statement could very easily apply to the counties of Isiolo, West Pokot, Wajir and all the northern Kenya counties. Therefore, I support this Statement and this matter should be dealt with very seriously. We have lost people in each of these counties, especially in Isiolo where very recently, I think it was Sen. Dullo who brought a similar Statement. The frequency, intensity and multiplicity of these things has become a bit too much. The media has been awash with this. The socio-economic aspects of this cannot be ... view
  • 16 Oct 2019 in Senate: Mr. Deputy Speaker Sir, please, allow me to bring the angle of the livelihoods of pastoralists. The fact that the poverty is linked directly to this insecurity, and the fact that there is violation of human rights whereby people from northern Kenya are sometimes not considered under the Constitution precisely because of this. Thank you, Mr. Deputy Speaker, Sir. view
