9 Jul 2013 in National Assembly:
On a point of order, hon. Deputy Speaker. With due respect, Mzee Moi is a retired statesman, and must be accorded all the respect that he deserves. I want to request hon. Opiyo to either withdraw or give concrete evidence that former President Moi was, indeed, a

3 Jul 2013 in National Assembly:
Thank you, hon. Speaker, Sir. I have a similar view as hon. Kaluma but for purposes of this business, I want to seek clarification from the Leader of Majority Party. The function of any Government or the cardinal responsibility of any Government is to protect the lives and properties of its citizens.

3 Jul 2013 in National Assembly:
What has been happening in Mandera County over the last two years, and more so over the last three months, is something that should not be allowed to happen in the midst of any civilized nation. The heads of these criminal gangs are known to the intelligence. This country is endowed with one of the best intelligence networks in the world. Scorched earth policy has not worked for the heads of these criminal gangs because they have destroyed, they have maimed and raped. Literally, they have killed very many people in the last three months. The entire leadership of Wajir ...

This is the clarification, hon. Speaker, Sir. On Monday, last week, we appeared before none other than the Chief Executive of the Republic Kenya, His Excellency President Uhuru Kenyatta, and we deposited a commitment signed by the entire leadership of North Eastern Province under the auspices of North Eastern

25 Jun 2013 in National Assembly:
Thank you, hon. Speaker. I rise to second the Motion. In addition to what the Chairman of the Committee has said, the three nominees will play critical roles in the management of the affairs of the respective Ministries in which they are going to serve. Looking at the nominees’ CVs, starting with Miss Monica, you will appreciate that she is our immediate Ambassador to Ethiopia. As an Ambassador, she has played a critical role in promoting and protecting the image of Kenya not only as a key security hub, but also as a key regional power. Addis Ababa is the ...

25 Jun 2013 in National Assembly:
Hon. Speaker, Sir, you will realize that this is the time--- I want to say this without fear of contradiction that our defence forces have done so well and the only thing they require now is a PR exercise. They have done so well in all assignments, local, international and regional that they have undertaken on behalf of Kenya as a very important country and premier nation. They have done well in all assignments that they have undertaken on behalf of the UN. It is because of this that right now we need to inject a bit of diplomacy and ...

25 Jun 2013 in National Assembly:
The second nominee will also play a critical role. Going by the CV of Eng. Kibicho and this is one of the things that we had discussed as a Committee; he has a BSc in Mechanical Engineering specializing in thermal fluids. This is a distinguished engineer. One of the things that came before us is that if we were to industrialize, we required the services of Eng. Kibicho in Ministries in charge of Infrastructure and Industrialization but we never wanted to question the wisdom of His Excellency the President in nominating this particular individual because maybe there were other considerations. ...

16 May 2013 in National Assembly:
Hon. Speaker, Sir, I appreciate the statement by the Government. There is something that happened this morning at around 3.00 a.m., I believe in Banisa. There was an attack and about three people were killed and hundreds of camels stolen. As much as we appreciate, one of the resolutions that were arrived at was that the conflict in Mandera had two centres, one was in Banisa and the other in Rhamu. The security officers are already in Rhamu. I want to appeal to the Leader of Majority Party to convey information to the Government that they also need to cover ...
