Madam Temporary Deputy Chairlady, what informed this amendment is the fact that one of the things that contributed to even the challenges we experienced in 2007/2008 is not because we did not have institutions but it is because the institutions failed. What this amendment attempts to cure is that the Bill, as it is, again, attempts to limit the constitutionally enshrined mandate of Parliament.
