Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT, the Bill be amended in Sub-clause (3) of Clause 22 by deleting the words “but shall not have the right to vote” and substituting therefore the words “but shall not participate in the making of decisions”. Mr. Temporary Deputy Chairman, Sir, the decision of the Council is normally arrived at through consensus. So, the issue of voting is very risky.
