Mr. Temporary Deputy Chairman, Sir, I beg to move: THAT the Bill be amended in Clause 277 by inserting the following words at the end of sub-clause (1)- “commits an offence and shall be liable on conviction by a civil court to a fine not exceeding five hundred thousand shillings or to imprisonment for a term not exceeding one year.” This is meant to provide a specific punishment. As it is now, there is a bit of ambiguity in the way it is drafted in the Bill. So, we are just being specific.

Mr. Temporary Deputy Chairman, I beg to move:- THAT the Bill be amended in Clause 282 by deleting sub-clause (1) and substituting therefor the following new sub-clauses- (1) The Kenyan civil courts shall have exclusive jurisdiction and primary right to try any member of a visiting force for any civil offence committed in contravention of any Kenyan law, customary international law, treaty or an agreement the Kenyan Government is party to. This is meant to do the timeline to the meetings of the Defence Council instead of just open ended.
