  • 23 Jul 2024 in National Assembly: today, we are lagging behind. These issues must be addressed collectively. The President alone cannot address them. The citizens must be ready to support the Government. The President must also be ready to listen to the citizens. They must have faith in their leadership, which must remain accountable. As the father of the 13th Parliament, there comes a time when we must all come together, reason and collectively pursue a path that will add us to the list of developed nations. It cannot be achieved through violence or the activities that we have seen in the name of economic sabotage. ... view
  • 23 Jul 2024 in National Assembly: will compete here, but we are all Members of Parliament outside there. In Articles 94, 95 and 96 of the Constitution and Chapter 1 of the Constitution, sovereignty is equated to representation. Where is it? It must come in the form of accountability and being prepared to listen to what our people are saying. It comes as part of our oversight, legislative and budget-making roles. I have a plea on this topic. I have travelled to over 136 countries, some of which you do not know their names, in my over two-and-half decades in Parliament. This is the most beautiful ... view
  • 23 Jul 2024 in National Assembly: There is one last thing that I want to say to Members of Parliament in just one minute. I am concluding. view
  • 23 Jul 2024 in National Assembly: In all this, we must also ask the NG-CDF fund managers and the people who deal with the NG-CDF to manage it in the most accountable and transparent manner. That is the only way we can also be accountable. I urge those tasked with running the NG-CDF to be prepared to be held accountable in the manner the resources are used and how efficiently they reach the people who need them. With that, I support. Thank you. view
  • 20 Jun 2024 in National Assembly: Thank you, Hon. Speaker. This Bill contains an array of tax proposals that affect different tax laws. The intention is to give the Government the legal force to collect taxes to finance the Budget. Ordinarily, this Bill has gone through all the legislative stages that every Bill ought to go through until it has become part of the public debate. All laws affecting taxation are generally emotive, polarising and highly political. The debate on this Bill has taken two dimensions. The first one is political. The political dimension has been convoluted, highly polarised and full of propaganda, misinformation and misinterpretation. ... view
  • 6 Jun 2024 in National Assembly: Thank you, Hon. Temporary Chairlady. The Ministry of Foreign Affairs in any civilised democracy is an interface. In our context, it is the interface between Kenya and the outside world. This diaspora State Department has proudly evolved from a diaspora desk and a diaspora directorate. In 2009 when the then Departmental Committee on Defence and Foreign Relations brought a recommendation to have a diaspora State Department, everybody was shocked. Today, everybody appreciates the contribution of this State Department. What I want to ask my colleagues and the able Chair of the Budget and Appropriations Committee is that, if we really ... view
  • 30 Apr 2024 in National Assembly: Thank you, Hon. Speaker. While I really appreciate the response by the Chairperson, most of the answers he has given are futuristic. This person has been missing since March 30th, 2024. He has alluded to the fact that there are many people who will still go missing. However, the circumstances in this case are different because we reported to the DCI Office in Marsabit and were given lead information. They are yet to apprehend any of the individuals and suspects who were named by the people with information. The DCI Office in Marsabit has not been responsive on this particular ... view

  • 30 Apr 2024 in National Assembly: extremely good because we need them. However, this person is missing, and no efforts have been made other than reporting. The investigative office in that particular area has not responded. In fact, when we questioned them, they stated they would provide advice, but this is not a response. Hon. Speaker, as I conclude on this matter of disappearances, this Government has taken a public position that the era of what used to happen will end. I hope we will not see the same happening through the backdoor in another name of missing persons. If there are criminal elements, the law ... view
