• 23 Aug 2012 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT, the Oath of Allegiance appearing in the Fifth Schedule of the Bill be amended by inserting the words “as the Commander in Chief of the Kenya Defence Forces” immediately after the word “President” appearing in paragraph (i). Here, the only issue is about the role of the Commander-in-Chief. This is the lowest ranking officer with regard to the Commander-in-Chief. So, there has to be some loyalty to the Commander-in-Chief. view

As I said, I reluctantly also support this Procedural Motion. We must be clear in our minds because we know constitutional implementation process is a very difficult one. • 22 Aug 2012 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. In developed parliamentary democracies, normally after the Minister, the second chance goes to the person who chairs the Committee. I hope that we will entrench those rules because that is where we are headed. view

This Bill is also for the entrenchment of the rule of law. When you talk of joint services we need to understand what will be the role of the Senate and the National Assembly. Again, the issue of joint committees does not arise. Anything national will be within the party of the National Assembly. We had agreed with them on that. We had also introduced another function of the service at the county level.
