9 Aug 2012 in National Assembly:
Mr. Temporary Deputy Speaker, Sir, these are critical Bills and we do not have enough time to critically analyse them. We only have one week and you know what is required of us. I want to appeal to the hon. Members to get copies of these critical Bills. These are critical in the sense that they are addressing security sector of the Republic of Kenya. A fifth Bill which was supposed to be part of this has not been tabled. I hope that it is going to be tabled because it also has the same timelines. That is the Kenya ...

7 Aug 2012 in National Assembly:
Your Excellency, the President of the Republic of Kenya and the Commander-in-Chief of the Kenya Defence Forces, Mr. Mwai Kibaki, the Speaker of the National Assembly, the Deputy Prime Minister, Mr. Kenyatta, the Deputy Speaker of the National Assembly, your excellencies, ambassadors and high commissioners, distinguished Members of Parliament, distinguished guests, ladies and gentlemen, mine is fairly simple; just to pass a vote of thanks. On behalf of the Parliamentary Service Commission, allow me to thank you, Your Excellency, for gracing today’s occasion in inaugurating our refurbished debating chamber. The Commission and the entire Tenth Parliament appreciates most sincerely your ...

7 Aug 2012 in National Assembly:
Your Excellency, we recognize the first Parliamentary Service Commission which was a product of the enactment of that Bill as a result of that struggle. The Parliamentary Service Commission of 2003 and 2008 which laid the foundation for the attainment of Parliament as the Third Arm of the Government of Kenya and as set out in the strategic direction of Parliament including the refurbishment of its buildings. Up to that time, Parliament was listed as a small department in the Office of the President until 1999 when, though constitutionally recognized as one of the three independent entities of the Republic ...

7 Aug 2012 in National Assembly:
Your Excellency, we need your support to acquire the following two buildings, the Harambee SACCO and Ukulima Houses, so that, at least, the next group will have a decent place to work from. I want to tell the Members of Parliament, and others who are here, that providing office space for 418 Members - and you compare the same with the facilities that are there right now - is not easy. Finally, Your Excellency and hon. Members, the inauguration of this ultra modern refurbished Chamber and broadcast studios heralds the Commission’s drive in ensuring that the Members of Parliament fulfill ...

21 Jun 2012 in National Assembly:
Mr. Speaker, Sir, I stand to support this petition. Lamu is critical to the economy of the Republic of Kenya. This is where we intend to have the second port. Although this was a very ambitious plan, it should not be used to deny the original residents of Lamu their rightful ownership of land. This is one thing that even before the project picks, the Government should address the issue of Lamu squatters and ownership of land. Lamu originally was trust land under the County Council of Lamu. Under the new Constitution, the issue of land management is under a ...

21 Jun 2012 in National Assembly:
Mr. Chairman, Sir, one of the reasons why Kenyans sought a new constitutional dispensation was to address some of the past historical, educational and other injustices. In their own wisdom, they sought to have a devolved government and in that devolved government, in their own wisdom, they decided to have county government. What we are proposing today and if it goes like that, is going to kill the very tree of having devolution. I do not agree and I hardly disagree with my good friend, my lawyer, hon. Munya, but on this one, he got it wrong. University of Nairobi ...

21 Jun 2012 in National Assembly:
Mr. Chairman, Sir, what is being proposed as much as it is political, we cannot use the Floor of this House to do political gerrymandering. Education is a must and that is why we are encouraging Kenyans to go to school. How are you going to oversight? You have the county representatives who have not gone to school. So, you have to look for an interpreter for them. I want to go on record that the longest serving councillor in the Republic of Kenya comes from my constituency – and he is willing for the sake of devolution to retire ...
