  • 1 Jul 2010 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. The Minister has talked about establishing seven special schools. He has also said that he has implemented child- friendly schools. I would like to know where these schools are. If, indeed, it is true he will launch the policy in Garissa, and I want to believe it is true--- The current Education Act empowers the Minister to form a Commission or a Committee. Why does he not do the same as we wait for the enactment of the law that will implement the Nomadic Commission Act? view

  • 30 Jun 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, this is the third time this Question has appeared on the Order Paper and unfortunately the answer has remained the same. I have the HANSARD report of 14th April, 2010 where the then Assistant Minister, Dr. Machage, gave the same answer. The Chair directed that the answer was not satisfactory and the Assistant Minister requested to be given two months but it is now almost three months and the answer has remained the same. I seek the indulgence of the Chair on this matter. view
  • 30 Jun 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, on the same matter, in the last financial year’s Budget Speech made by the Deputy Prime Minister and Minister for Finance, Item 52 reads:- “With regard to the development of Northern Kenya and other arid lands, we plan to undertake numerous interventions in the region. Key projects include Isiolo- Modogashe-Garissa-Wajir Road at the cost of Kshs1.2 billion.” view

Does this not constitute a disorderly conduct by the Minister, although he was not the person who answered the Question the other time? This is under Standing Order No.97. view

What I would like the Assistant Minister to explain to the House is, in this era of very serious security concerns, telecommunications plays a fundamental role in the security of every nation. What measures has the Ministry put in place in order to safeguard both the security and commercial interests of Kenyans? view
