I heard what the Chairman has said and I find it completely unacceptable in the 12th Parliament. Departmental Committees are created pursuant to Standing Order No.216 and their functions are clear. Committees can invoke that Standing Order and interrogate anything about the line Ministries that they oversee. We are being taken back to pre-1999 era. Therefore, what Hon. Wamunyinyi and his team tabled today should have been the first item after the Appropriation Bill was assented to.
