  • 10 Sep 2020 in National Assembly: Secondly, by bringing in the definitions of e-world and tele-medicine, these are things that we ought to have done and it is part of the modern day medical services. As we attempt to deal with this, we must think of the issue of brain drain. That is what Hon. Shakeel Shabbir has just alluded to. This country is not short of some of the best brains, but because of the way we treat them, they move to other parts of the world. If you go to the United States, the United Kingdom and other developed countries, some of the best ... view

  • 10 Sep 2020 in National Assembly: Hon. Temporary Deputy Speaker, one of the things that we must be prepared to address right now is — and I thought the greatest lady from Siaya would be around to listen to the great contributions from many Members so that as you look at this, it will even inform amendments. By the way, do not just be contented with the provision that you have given, because Members might generate more critical suggestions that will enrich the Bill. That is why it is imperative that the Mover of the Bill should be around. We need to look at this from ... view

  • 8 Sep 2020 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. First of all, I want to thank Hon. (Dr.) Mishra. This is a good proposal. However, we need to expand our horizon of thinking. This country is not short of legislations. If you reflect on the many things that we have done since colonial and Independence times, you will realise that in terms of legislative framework and enactment of the law, we are the best. However, in terms of implementation… Hon. (Dr.) Mishra, and the House at large, some of the things that we seek to legislate are supposed to be covered under the ... view
  • 8 Sep 2020 in National Assembly: determine the genuineness of a doctor in deciding whether Hon. T.J. Kajwang’ or myself or someone else requires specialised treatment, God forbid, in a particular facility outside Kenya? That can only be informed by the ethics and the consciousness of that particular individual during the recommendation. Even if we develop policies as anything under this particular proposal, we need to go back to the drawing board and ensure that we have a societal change that can be seen in our politics, economy, education and, generally, in the way we interact. I am told that between 1970 and 1974, Kenya was ... view

  • 12 Aug 2020 in National Assembly: Thank you, Hon. Deputy Speaker. I want to invoke Standing Order No.216. I heard what the Chairman has said and I find it completely unacceptable in the 12th Parliament. Departmental Committees are created pursuant to Standing Order No.216 and their functions are clear. Committees can invoke that Standing Order and interrogate anything about the line Ministries that they oversee. I, therefore, find it irrelevant for a Chair of a committee to come to the plenary and seek the indulgence of the Chair. He has the powers. If there is any jurisdictional conflict with a particular committee, he should seek a ... view
  • 5 Aug 2020 in National Assembly: Thank you, Hon. Deputy Speaker. I am a bit perplexed and disappointed. If Engineer Karue was here today, he would be as disappointed as I am. We are being taken back to pre-1999 era. One of the critical components in the formation of the NG-CDF Board or infrastructure was to enable a Member of Parliament to have a facility that will enable him or her to function independently from the Executive or other arms of the Government. view
