  • 15 Jun 2017 in National Assembly: Hon. Deputy Chairman, issues that we have been canvassing through constitutional amendments cannot be cured through the Standing Orders. Therefore, I think as much as I respect Hon. Dennitah Ghati, it will not be fair at this late stage to have the same canvassed. Let us sort it our constitutionally and I am sure the other bit will be sorted out naturally after that is done. Therefore, I oppose that vehemently view
  • 15 Jun 2017 in National Assembly: Thank you, Hon. Deputy Chairman. The proposals by the Committee are good and fundamental. Oversight committees are just like other committees. Therefore, I am moving an amendment on the appointment of Members and the terms. “The Members of the Committee shall be nominated and approved by the House at the commencement of every Session.” I find that a bit repugnant. It kills every aspect of institutional memory. view
  • 15 Jun 2017 in National Assembly: Thank you, Hon. Deputy Chairman. I am glad that you are here as a former Chair of one of those Committees. It is extremely difficult to have new Members at the end of every Session. Actually, it is illogical. I do not understand. Whoever brought this takes us back to where we were--- view
  • 15 Jun 2017 in National Assembly: Hon. Deputy Chairman, I beg to move: THAT, the proposed Standing Orders be amended by: (i) Deleting paragraph (5) of the proposed Standing Order 205 and substituting thereof the following new paragraph- “(5) The Public Accounts Committee constituted immediately following the general elections shall serve for the term of that Parliament.” The justification is just as Hon. Serem has alluded to. There is need for continuity and consistency. The Members require time to stabilise, train and familiarise themselves with issues. These laws are made for posterity. Therefore, taking into account the provision of Standing Order No.176, if any party is ... view

Deputy Chairman, I beg to move: THAT, Standing Order No.206 be amended by deleting paragraph (6) and substituting therefor the following new paragraph– The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view

  • 15 Jun 2017 in National Assembly: The reasons are just the same I had given earlier. view
  • 15 Jun 2017 in National Assembly: Thank you, Hon. Deputy Chairman. As much as I appreciate the misgivings by Hon. Gikaria and other Members, it is also good to appreciate that we cannot operate in isolation. The National Assembly of the Republic of Kenya will borrow traditions, practices and other precedents that have been applied in other parliaments. Therefore, this is consistent. There is nothing to worry about. It formalises the issue of seniority, expertise and organisation within a party, so that a party can just sit and say we authorise so and so or we prioritise so and so in the Speaker’s priority list to ... view
  • 15 Jun 2017 in National Assembly: Therefore, I support the proposed amendment. view
  • 15 Jun 2017 in National Assembly: Hon. Deputy Chairman, I beg to move: THAT, the proposed Standing Orders be amended by: (ii) Inserting the following new paragraph immediately after paragraph (5) of the proposed new Standing Order 205A- “(6) The Special Funds Accounts Committee constituted immediately following the general elections shall serve for the term of that Parliament.” view
