Therefore, the position of the Committee is what I have presented to the House. It is up to the House to make the decision to support or reject the Bill. view

Speaker, for avoidance of doubt, I have moved the Bill because the Order Paper indicates the Chairperson of the Departmental Committee on Agriculture, Livestock and Cooperatives is in charge. That is the only confusion. The Bill was referred to us to look at it, comment, amend, agree or disagree with it. So, our role was to report the consideration of the Committee. view

I take this opportunity to apprise the House on business pending before the Departmental Committee on Agriculture, Livestock and Cooperatives. The Committee is currently handling two Petitions, two Bills and two legislative proposals. We have six agenda pending before the Committee. The Committee has a Petition brought by Hon. Patrick Kamande, MP, on behalf of macadamia farmers from Maragua Constituency regarding the lifting of the ban on sales and export of macadamia nuts.   • 9 Jun 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I want to add my voice on this Report of the Budget Estimates for the Financial Year 2016/2017. I thank the Chair of Budget and Appropriations Committee. For the first time, he has incorporated the views of the relevant committees. The amendments that we brought have been incorporated into the Report. That is a good move. For the last years, we have been arguing on these issues, and at least it has worked out. view
  • 9 Jun 2016 in National Assembly: On the other hand, we appropriate Budget every year but the release of the money is an issue. The National Treasury keeps on bringing Supplementary Budgets. Most of the ministries, departments and State departments have been having backlog of pending bills. When the Budget is given to the ministries, they make commitments on the basis that they have been given a go ahead by the National Treasury through Appropriation Bill to implement some programmes.
