We must have that in law. We can even say it is Parliament. People should understand that the moment the Speaker of the National Assembly sends the Bill to the President, the President in consultation with the Attorney-General, the Chief Legal Advisor will sit and look at the issues in the Bill and decide on those that should go for a referendum and those that are legislative. So, by the time President Uhuru Kenyatta and the Attorney-General, Kihara, will look at the Bill, we might just have three questions that require a referendum. We are looking at so many issues. ...

Kimunya and Hon. Mbadi in the 10th Parliament. They were formed for specific reasons.
