  • 9 Feb 2021 in National Assembly: to the family of Simeon Nyachae and the entire leadership and people of Kisii and Nyamira counties, following the death of a celebrated public servant and a respectable politician. I did not have the opportunity to serve with Simeon Nyachae in Parliament, but he worked with great people from my community and region. He worked with Sen. Yusuf Haji and Gen. (Rtd.) Mohamed during their days. Simeon Nyachae is well known and respected in the northern part of Kenya. People like Simeon Nyachae and Amb. Francis Muthaura are people who, when they are in critical positions in government, that government ... view
  • 22 Dec 2020 in National Assembly: Hon. Speaker, today is one of my very difficult days. In a Bill like this, you have to make a choice, a very difficult choice. I will make a choice because that is what leadership requires. This Special Sitting has been called, among others, to reverse tax cuts that had been introduced to cushion Kenyans from the economic ravages of COVID-19. I think the reason behind that was to create an economic stimulus on behalf of the people. view
  • 22 Dec 2020 in National Assembly: There is a revenue shortfall which is about Kshs840 billion to make sure that the Small and Medium Enterprises (SMEs) in our country and the employment sector where many have had their salaries cut by 50 percent and others sent on unpaid leave have a stimulus and a way of survival. As a House, we must be alive to reality. There are many stories that this Tax Laws (Amendment) Bill is as a result of pressure from the International Monetary Fund (IMF) who have forced and agreed with the National Treasury to do away with Income Tax, VAT and Excise ... view
  • 22 Dec 2020 in National Assembly: I had a lot of soul searching overnight and today over this Bill. I have looked at it and the best thing is to support it. Let us make sure that Kenya Revenue Authority (KRA) can, at least, collect an extra Kshs840 billion. We can get our National Government Constituencies Development Fund (NG-CDF) and our salaries. view
  • 22 Dec 2020 in National Assembly: Thank you, Hon. Speaker. As I second, this is a procedural matter. We have a Motion and the relevant committee of this House, with your direction, may resume its sittings earlier than the House in mid-January. This is to allow the relevant committee to deal with this Bill by doing public participation. By the time we resume in February, we will have an opportunity to dispense with it at the Second Reading and at the Committee of the whole House stages. I advise the Leader of the Majority Party and the Clerk of the National Assembly not to only reduce ... view
  • 22 Dec 2020 in National Assembly: Hon. Temporary Deputy Speaker, because from the extension of time we are coming back to reduction of time, let us allow a few people to speak. view
  • 22 Dec 2020 in National Assembly: The Anti-Doping Bill was done, I think, in the 11th Parliament, if I am not wrong. What the Chairman and the Government are trying to do is to improve it. If you allow me, Hon. Temporary Deputy Speaker, now that we agreed to pass the Tax Laws, I want to ask the National Treasury to make a commitment in line with the President’s Address here from that Chair to Members of Parliament that we support the reopening of schools, both in infrastructure and bursaries. We want the Cabinet Secretary of the National Treasury and Planning to commit to send more ... view
  • 22 Dec 2020 in National Assembly: The Anti-Doping (Amendment) Bill is key to our athletes, sportsmen and women. My advice to Hon. T.J. is not to be deterred. Marry more and the minimum tax is what he declares. He can do either avoidance of tax or do tax evasion. If he does tax evasion, he will be arrested. The best thing to do is tax avoidance. There are serious legal counsels here. Hon. Kaluma will help him on tax avoidance. Let him make sure he marries more. We want more people in Kenya. I support. view
  • 3 Dec 2020 in National Assembly: Hon. Speaker, pursuant to Standing Order No. 44(2)(c), I wish to request for Statement from the Chairperson of the Departmental Committee on Defence and Foreign Relations on the diplomatic relations between Kenya and Somalia. It is clear that the Government of the Republic of Somalia has severed its diplomatic relations with the Government of Kenya largely because of the Kenyan perceived position regarding the upcoming elections in Somalia scheduled for February 2021. As we are aware, Kenya troops serving under the African Union Mission in Somalia (AMISOM) have so many years participated in the reconstruction, peace and security building in ... view
  • 3 Dec 2020 in National Assembly: good friend, the Chairperson of the Departmental Committee on Defence and Foreign Relations, to respond to the following issues during this sitting if he has the relevant information: 1. What specific measures is the Government pursuing to ensure that diplomatic relations between Kenya and Somalia do not deteriorate further? 2. What is the Government doing to guarantee the safety of Kenyans working in Somalia given the ongoing diplomatic spat? 3. Could the Committee confirm the allegations that the State has taken antagonistic positions towards the upcoming elections in Somalia and is attempting to influence the same and the outcome? 4. ... view
