Going forward, being the big brother - we are the big brother - and being the most stable country in the region when we look around what is going on, Kenya has been and will still maintain its neutrality. Speaker, when the President came to make his Address in compliance with the Constitution about a fortnight ago, he made a categorical statement, which is in the Hansard, and urged Members of Parliament to participate and help in the reopening of schools in January 2021 using their NG-CDF resources, either through infrastructure, building schools, classrooms, laboratories and even bursaries. If you allow me, I will cite them. There were provisions like the Evidence Act, Cap. 80; the Anti-Corruption and Economic Crimes Act, 2003; the Public Officers Ethics Act; the Proceeds of Crime and Anti-Money Laundering Act; the Leadership and Integrity Act of 2012 and the Bribery Act.   • 1 Dec 2020 in National Assembly: to send amendments through the Executive. That means they are subjected to the bureaucratic ratchet of the Executive and yet, they are independent institutions. Under the presidential system of government, where the three arms of government are independent of each other, we expect those institutions to prepare quarterly reports. Those institutions include the Financial Reporting Centre and the Asset Recovery Agency. In other words, they are called the multi-agency team.
