  • 1 Dec 2020 in National Assembly: Thank you, Hon. Chairman. In my opinion, Hon. Ichung’wah is out of order. This is because, first, we have passed Section 6. We are at Sections 10 (1) 10 (2) and 19 (1). These are more like replacing the “Attorney-General” with the “Director of Public Prosecutions.” So, this is just realigning the Act with the Constitution. However, I warn Members that, as they think of re-committal, they should look at both what is in the Bill and the amendment of Hon. Chairman, if you read the Report of that Committee, you will find even in the advertisement for public participation, the Clerk of the National Assembly subjected particular provisions to respective committees. So, anything to do with roads went to the Departmental Committee on Transport, Public Works and Housing. Anything to do with labour went to the Departmental Committee on Labour and Social Welfare. view

You know, this institute was even charging students for subscription fee. There was an abuse. So, this amendment by the Departmental Committee on Finance and National Planning is not discriminatory.   • 1 Dec 2020 in National Assembly: Hon. Chairman, I thought Section 8 of the Kenya National Commission on Human Rights Act 2011 talks about functions. That is to advise the State on the ratification or cessation to international and regional treaties relating to human rights. My good friend and elder is dealing with the deletion of the proposed amendment to Section 11(2). I want him to deal with the proposed amendments to Section 8 on the functions so that we are clear. Probably, the one he read was on the deletion to the proposed amendments to Section 11(2). view
