At that stage, you now need to give the House to decide after you have already proposed. There is no way Hon. Kimunya will come back and withdraw his amendment unless that will negate the amendment. That is an issue of procedure. view

This is a specialised university within the ambit of the national security institutions. As we speak, you can walk to the University of Nairobi and do a security- related course or peace building, but if it is a National Intelligence Service Academy or the Kenya Defence Forces College, then they must have the exclusive right on who to admit.
