National Treasury CS is allowed, under Article 223, to come to the National Assembly and seek more resources, or to reallocate resources. If money has been withdrawn from the Consolidated Fund, that is also provided for under this Article.

That, notwithstanding, under Article 223(5), the national Government may not spend more than 10 per cent of the sum appropriated by Parliament for a given financial year. The law, in allowing for Supplementary Estimates, does not give the CS a blanket cheque. The Constitution has given the CS a ceiling of not more than 10 per cent of the sum appropriated by Parliament for a given financial year, unless Parliament has approved a higher percentage. If the CS needs to spend more than 10 per cent, he must have parliamentary concurrence and approval.

During the Financial Year 2015/2016, the National Assembly approved expenditures amounting to Kshs2,211,229,000,000 as the total appropriation for the Government. In summary, this is comprised of a Recurrent Expenditure of Kshs784 billion, a Development Expenditure of 721 billion, Consolidated Fund Services of Kshs441 billion and a County Allocation of Kshs264 billion. Ministry budget, 47.5 per cent will go to Development Expenditure. Recurrent Expenditure is at 52.5 per cent. As a country, we must re-look at our wage bill. We must know if we can sustain it. Can we reach a day where the Development Expenditure is higher than the Recurrent Expenditure? Hon. Speaker, I rise under Standing Order No.84 to make a personal statement on a serious allegation made by Hon. John Waluke, the Member for Sirisia, in The Star of Friday, 20th April, 2016 regarding Senator Moses Wetangula, the Leader of the Minority Party in the Senate. He alleged that the Jubilee Coalition is funding him, and I was seen with him on Thursday giving him the “budget” for the weekend.

On Thursday, after the crucial Bill, votes and the heavy rains, I met Hon. Moses Wetangula at the car park. He is my friend. There were many other Members of Parliament. We stood with him for about 10 minutes. In 2007, Hon. John Waluke vied against Hon. Wetangula. Because of their political differences, Hon. Waluke alleged that Hon. While one is looking for political mileage, they should not do so by maligning others. I advise Hon. Waluke to get his facts right before calling someone out for doing nothing wrong. He should not include me or other people in his political petty arguments with Senator Wetangula, the bigger Bukusu politics and the western politics for him to become relevant in western political circles.
