Their immense contribution, I am sure, will translate into various amendments that will be introduced at the Committee stage. This Bill gives effect to provisions of the Constitution, namely Articles 225, 228 and 252 regarding the functions of the Office of the Controller of Budget.   • 1 Mar 2016 in National Assembly: Clause 39 of the Bill recognises the State, under Article 66 of the Constitution. The State is given the powers to regulate the use of the land or interest in or the right over the land. These interests include the interest of defence, public safety, public order, public morality, public health and land use planning.
