I have looked at the document that has been prepared by the Kenya Law Reform Commission (KLRC), I have looked at the Constitution and I have consulted with the Chair of CIOC. Without fear of any contradiction, I support the Report of the Committee that the TA, at the clock of the hour midnight on 4th March, 2016, should fold up and go home. It says:- “Within one year after the effective date, Parliament shall enact legislation which shall operate despite Article 160, 167 and 168, establishing mechanisms and procedures for vetting, within a timeframe to be determined in the legislation.” That is missing in the Sixth Schedule, Section (15) of the legislation. view
