Clause 13 obligates other State organs and officers to cooperate with the Controller of Budget both at the national and county governments. In responding, the Controller of Budget must be given information. She must be furnished with periodic reports on the status of the management of the Budget and public funds in respect of questions. It should be noted that failure to adhere to the provision, if a State Officer or a State organ refuses to cooperate with the Controller of Budget, the consequences are grave. Part III of the Bill recognises the fact that the Office of the Controller of Budget cannot function and discharge its duties satisfactorily without funds. For that matter, Clause 14 provides for source of funds for the office of the Controller of Budget. Parliament will appropriate monies for that purpose. I did not say Mbita. There is a difference between Mbita and Ndhiwa. That is the constituency of my late friend, Hon. Orwa Ojode. So, can I ask Hon. Neto to second me, because we agreed with him? I looked for a Seconder that day and he agreed. Today, even if the whole leadership were sitting here he would agree. So, I ask him to second the Bill of the Controller of Budget 2014.

Thank you, Hon. Temporary Deputy Chairman. I support this particular amendment because some students fail exams not necessarily as a result of being dull or unable to cope with the workload, but as a result of other reasons. They are then forced to repeat classes. Sometimes this kills the morale of the students in the sense that a younger generation they had left behind catches up with them. That is something which kills an individual’s spirit.

These days schools are commercial oriented. Some schools might even make children to repeat a class just because they want to have more students remaining behind, so that they can collect more fees. It is very important to have the consent of the parent and the student before a child is made to repeat a class.

Hon. Speaker, Hon. Jakoyo should be fair. I am a pastoralist. There are those who have large herds of cattle and those who have 20 goats. They are all Kenyans. I am sure one of the founder members of Mzalendo Party is behind me. Hon. Kiunjuri is one of the founder members. I am sure within the new law, all parties must send their accounts, whether they are briefcase parties or they are giants parties like the Orange Democratic Movement (ODM), United Republican Party (URP) and The National Alliance (TNA). Those are the horses! The rest are donkeys.

The big horses are ODM, URP and TNA. The rest do not qualify to get---Hon. Wamalwa is bringing a Bill so that he gets a slice of the cake. I am very sorry. What I have tabled is audited accounts of those parties. I am happy. I want to thank them for complying. They will be sent to the Public Accounts Committee just like the CDF accounts. I am happy.
