I want Hon. Kimunya, my colleague and the Leader of the Majority Party to look at me in the eyes. He was with me in the 10th Parliament. We even rejected it in the 11th Parliament. We are asking for an equal share. Italians cannot come, have a complicated technological site in our country, sell the data to Chinese, Europeans and Americans and give us Kshs50 million per year. Hon. Speaker, this afternoon, while I was coming here, I wanted to listen to the amendments by Hon. Kaluma and Hon. Maanzo. Once a Report has been tabled and has come for debate, there is nothing like rationalisation. I want to indulge Hon. Otiende Amollo. Chairpersons of Committees and the leadership must be very worried. If we go that route, we will have many people wanting to rationalise every report that a Committee brings. This afternoon, I just wanted to know the rationale for the amendments. Coming back to what you have said, knowing that you were at some point the Chairman of PIC and I am a member of PAC with Hon. Otiende Amollo, these are two unique Committees. These Committees deal with reports of the Auditor-General and conduct special audits. There is a lot of stuff in this Report. Hon. Speaker, that is a very good Statement but again, the bottom line is, for over a decade we were talking about exploration. Even in the North, people get licenses. People in Nairobi and those in Government get their kickbacks but after five to six years, you hear that the companies have left. I mean, look at the story of Tullow, we were given a very good story about it, but today we are being told that Tullow is getting out. You will see so many exploration points in the North. I support the County Allocation of Revenue Bill of 2020 which was timely introduced in Parliament by April 2020 as provided for in Article 218(1) of the Constitution in anticipation of enactment and assent by 30th June. However, the politics at the Senate delayed the enactment of this important piece of legislation. Speaker, I rise on a point of order under Standing Order No.83 to seek your guidance on whether the Public Participation Bill, 2019 which is before this House for the Second Reading, is properly before this House. I also note that there are two other Bills on the same subject, one by Hon. Chris Wamalwa and the other one being a Senate Bill awaiting a Second Reading. I say this because there are several constitutional issues arising from this Bill, which I seek to highlight, with your permission, and which I draw your attention to and seek your intervention.
