19 Nov 2020 in National Assembly:
Hon. Temporary Deputy Speaker, we must rise to the occasion. I am sure for those of us seated here, our people are dying. The numbers we see announced by the Ministry of Health are less than 0.01 per cent. Kenyans are dying in their villages. For me, as a Muslim, when a person passes on, we bury him within the first six to eight hours. The COVID-19 infection rate has gone up. It is sad today that as a country, we do not have an insurance cover for our civil servants. The National Hospital Insurance Fund (NHIF) came out and ...

formation will be like the county assemblies. How can you live an Assembly where you have a chance of becoming a Deputy Prime Minister or a Prime Minister and go to a House where you cannot get even a kindergarten position? I support.

Thank you, Hon. Speaker. After reading the Report of the Committee, I do not want to say that the nominee until approved by this House is The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor.

fabulous and wonderful. I think the best person to answer this is a Member of this House. That Member can tell us if the nominee is wonderful and good. Our function as the House is to deal with Madam Kassait on how she answered questions before the Departmental Committee on Communication, Information and Innovation. On the basis of this, we interrogate her and support the Report of the Committee. The Constitution 2010, Article 31 talks about protection of privacy. For many years, Kenya did not have a data protection law. I want to thank this House because last year in ...

So, the law exists and the work that is cut out for Madam Kassait is provided in the Data Protection Act. Whether she is fabulous or wonderful, the moment this House approves her, the functions and business... There is a Member who was saying she is Miss or Mrs. No, Madam Kassait is Mrs. and the other half is in this House. If you want more details you can look for that Member.

5 Nov 2020 in National Assembly:
So, what is Madam Kassait supposed to do that we were lacking before? Under the Act, she is supposed to lead in promoting self-regulations among the data controllers and processors in our country. As we speak, we want enforcement. So, she is going to lead a team of men and women who will make sure that self-regulation among data controllers and processors is in place. As the lead person, she is supposed to conduct an assessment to find out whether information is processed according to the provisions of this Act and other relevant laws. So, she has to act within ...

will be over. There will no issue of putting somewhere in a cloud. The server must be known and the person keeping it must be known. She must deal with lawful processing of data. Registration of data controllers and processors is under her function. Finally, the principle and obligation of personal data protection is under her domain. So, let us not talk about fabulous or wonderful. We have made a law that will guide Madam Kassait and let us not judge her from where she worked. Any Kenyan who works at the IEBC…

13 Oct 2020 in National Assembly:
Hon. Speaker, let me go on record that I oppose this Report. I would like to remind hon. Members that our Constitution has given this House powers to ratify any agreement between the Government of Kenya and any other foreign nation. Hon. Speaker, during the 10th Parliament, a joint Parliamentary Committee of the Departmental Committee on Communication, Information and Innovation then led by Hon. Rege, and the Departmental Committee on Education, Science and Technology then led by Hon. Koech, to which I was a Member, visited San Marco Space Centre, but we were denied entry. The centre is so huge. ...

13 Oct 2020 in National Assembly:
When we were debating a defence agreement between the Government of Kenya and the Government of the United Kingdom (UK) during the 11th Parliament, miraa farmers raised an issue because the United Kingdom had banned exportation of miraa to the UK. The British Ambassador to Kenya had to sit down with Members of Parliament from the miraa growing areas. Our colleagues from Samburu and Maasai, where the British Army conducts training, had issues. British Government officials had to sit down with Members of Parliament from that area as well. Hon. Speaker, the Member for Malindi should come out openly. The ...

13 Oct 2020 in National Assembly:
Hon. Speaker, this thing is the same San Marco Space Centre. In addition, let us think as a country. People come to our country and use our resources and infrastructure to sell data worth billions of shillings. As a parliamentary Committee, we were not allowed to enter into the facility during the 10th Parliament. I am surprised that the Chair and the Deputy Chair of the Defence and Foreign Relations Committee are not here. I want to challenge the Committee to tell us whether they have entered into that facility. It is in the middle of the sea. The people ...
