It provides for contracts in the Insurance Act, liabilities to third parties and also harmonizes it with what is provided in the Insolvency Bill, 2015. Clauses 72 to 74 deal with the Insurance Act. It is one aimed at ensuring that the basic democratic right of Kenyans to vote, under Article 38 of the Constitution, is guaranteed and voting as a process is made to be as comfortable as possible to allow most Kenyans vote. The IEBC must start to prepare now and not at the end of 2016 or mid-2017. Kenyans want to have an electronic voting process and not the one that aborted last time. But on the same, I would like you to make it very clear whether this constitutional amendment Bill is subject to a referendum under Article 251(1) of the Constitution. Hon. Temporary Deputy Speaker, Article 251(1) talks about subjecting it to a referendum. view
