At the outset, I thank the Members of the National Assembly for agreeing to this Special Sitting because of the matters before us today which have constitutional deadlines.   • 26 May 2015 in National Assembly: county governments in terms of Article 110 of the Constitution, it was referred to the Senate for concurrence. The Bill has 14 clauses and the Senate has proposed amendments to 10 out of the 14 clauses. I am informed that most of the new provisions proposed by the Senate are aimed at safeguarding both the interest of the institutions and their employers while considering administrative actions. Looking at Clause 4 of the Senate Amendments for instance, it provides more clarity once the words “decision making authority” are deleted and substituted with the words “Administrator”. However, the mediation team that you have appointed is only from one House. I want to thank the Chairman of the Departmental Committee on Justice and Legal Affairs and its Members for publishing the Bills. On the Two-Third Gender Rule (Amendment) Bill, 2015, even if they call it progressive, it is for the House to decide whether it will agree with them. Because this is a constitutional Bill and it will give an opportunity to the Committee to look at it; the 90 days period can be reduced as we approach the 27th August deadline. view
