This is because Parliament, more so the National Assembly, through its committees like the Budget and Appropriations Committee has a fundamental constitutional role in the budget- making process under a presidential system of governance. The process is well stipulated in the Standing Orders, Constitution and the Public Finance Management (PFM) Act, which this House has passed. I am saying, as an example, Hon. Chepkong’a can go back, talk to the Chair and agree because the Speaker has given the leeway this morning for the Chair to consult.
